WE's were tests of a modified Interior/Glass in preparing the replacement next generation Heavy Chevy.
Painted White Enamel to assist in evaluating the fit of the new parts once assembled.
By the middle of 1969, the end of the Custom Camaro run approached as Mattel started early to prepare the tooling for the next gen Camaro, the Spoilers Heavy Chevy, all while the Custom Camaro was still in production. They modified the existing tooling for the interior and glass allowing a larger rear wheel to fit by removing two tabs sticking down from the interior into the inside of the rear wheel wells.
The new interior/glass combination is also slightly longer compared to the standard Custom Camaro.
Cars are rough around the edges never receiving the full de-flashing and polishing appllied to production cars.
Many bases tend to be tarnished as they usually did not receive the extra Zinc plating.
No production numbers are available, but it was common to create 100 or 200 for this type of testing.

Prototypes for the new plastic wheel strip design to hold both wheel axles in a single strip.
Very late run cars are the 1st prototypes to switch from Hub wheels to new Capped wheels to be used in 1970.
A circular ring (center of the base) is where an internal attachment post has been added for the plastic wheel strip.
The retired Tabbed Base Camaro chassis were modified to create these test cars.
Tests were done with both Medium and Large Capped Rears.
