The Steerable cars have a Redline wheel in the center of the windshield that you would turn with your finger and "steer" the car with.
  A competitor had made movable wheels so Mattel began experimenting with the concept for steering cars but they were way to complicated.  
These 4 Cars originated from the Mattel Director of Preliminary Design.
They were vetoed because of the high costs involved and never placed in production. -

None of these car experiments ever reached production.
